Tuesday, 9 am: the phone rings — nobody picks up

Both technicians are out on job sites. The boss is under a boiler at a longtime customer’s place. The office assistant is off today. The phone rings eight times — a regular customer with a dead boiler, two maintenance requests, one question about subsidies. All four end up on voicemail. By evening, three of the four callers are with a competitor.

That’s not an exceptional day. That’s a normal Tuesday in many HVAC and plumbing companies.


TL;DR: When all the technicians are out in the field, the office phone often goes unanswered during the day. An AI voice agent takes those calls, triages the request — emergency or routine — and logs every case as an appointment, a job, or a prioritized callback for the team. The urgency triage is the crucial part. A heating failure in January is not the same as a maintenance request for the summer. The agent recognizes the difference — and acts accordingly. A prioritized callback for the emergency, a regular appointment slot for the maintenance job.

For subsidy and GEG questions, a clear line applies: the agent classifies the request (“That’s a subsidy question — you’ll need our specialist consultation for that”) and logs a callback. It does not quote specific subsidy amounts or GEG obligations. Those change too often, and a wrong statement on the phone does more harm than good.


What the agent handles — and what it doesn’t

Drawing a clear line is not a shortcoming — it’s a mark of quality. When you tell a customer “I need to check that first and get back to you,” that’s professional. The same applies to the AI agent.

The agent is no substitute for the specialist conversation. It’s the first step that makes sure the specialist conversation happens at all.


Which regulatory requirements apply

Three sets of rules are relevant. All three are manageable — but none can be ignored.

EU AI Act, Article 50 — transparency obligation

If you operate an AI voice agent that communicates directly with people, you must clearly inform the caller at the start of the conversation that they’re speaking with an AI. Not buried in the terms and conditions — stated unmistakably in the greeting. Art. 50 of the EU AI Act applies to companies of every size, no exceptions.

As the operator — even if you source the software from a third-party vendor — you carry the responsibility for compliance. Not the software vendor.

GDPR (the EU’s data-protection law), Articles 13 and 28 — information duty and data processing agreements

As soon as a call is transcribed or stored, personal data is being processed. Art. 13 GDPR requires that the caller be informed — in practice, a short announcement referencing your privacy policy is enough.

Art. 28 GDPR requires a data processing agreement (DPA) with the vendor. Without a DPA, operating the agent is not permissible under data-protection law. Passing name, phone number, and request into your industry software is compliant if there’s a legal basis — usually Art. 6(1)(b) GDPR (steps prior to entering a contract). Permanently storing full audio recordings is considerably more sensitive and should be discussed with a data-protection advisor.

Safety-critical cases — not regulation, but an obligation

When a caller reports a gas odor, there must be no lengthy bot dialogue. A hard-coded safety announcement and an immediate referral to emergency services must be configured before go-live — in Germany, the 112 emergency line and the national gas emergency hotline 0800 522 1500. That’s not optional. That’s the prerequisite.


What matters in the setup

If you think these points through from the start, you get an agent that runs reliably. If you skip them, you risk an annoyed longtime customer — or, in the worst case, a safety-critical failure.

  • Define urgency levels realistically. Heating failure in freezing weather and an active water leak are clear emergencies. What about a failed hot-water supply in an apartment building? These thresholds need to be defined together before go-live — not copied from a template.

  • Handle gas odor separately at the technical level. The agent recognizes trigger words and immediately plays the safety announcement instead of continuing the conversation. This logic must be configured separately from the normal urgency rules.

  • Hand off subsidy and GEG questions cleanly. The agent classifies the request and logs a callback. If that isn’t clearly anchored in the script, you risk customers forming false expectations.

  • Give longtime customers a clear path to a callback. A regular who has known “his” technician for years doesn’t want a dialogue with a system. He wants to know: I’ve been heard, someone will call me back. The agent must not feel like a wall.

  • Check the DPA and the transparency announcement before go-live — not after. The notice that the caller is speaking with an AI agent belongs in the greeting. The DPA must be signed and on file.


How realistic is the effort?

An AI voice agent for this use case is not a plug-and-play product that’s running within an hour. Anyone promising that is oversimplifying.

What the setup includes:

  1. Voice and script tuning: how does the agent sound, which questions does it ask, what does the greeting sound like?
  2. Defining urgency levels and escalation rules together with the company
  3. Configuring the safety announcement for gas odor and comparable cases
  4. Connecting to the phone system (SIP trunk or call forwarding)
  5. Interface to the scheduling and job system, so callbacks and appointments land directly where they belong
  6. Test phase with real scenarios — emergency, maintenance request, subsidy question, longtime customer

Realistically: four to eight weeks to go-live at medium complexity. With integration into an existing trades-software package, it can take longer.

What the company needs to bring:

  • A stable phone system or active call forwarding
  • A clear internal emergency definition: what counts as an emergency — and who is reachable then?
  • Access to the scheduling or job-management system
  • The willingness to sign a DPA and clarify the data-protection basis

The effort pays off if you regularly miss calls during the hours when everyone’s out in the field — and if those missed calls have been turning into lost jobs. If your company always has someone in the office anyway, this use case is less urgent.


Frequently asked questions

Our customers want a human on the phone, not a machine. Won’t this scare them off?

The alternative today is often a ringing line or a full voicemail box. An agent that picks up, captures the request, and promises a reliable callback is closer to a human than a dead line. The key is the honest announcement: “I’m an AI assistant — someone from the team will call you back.” That sets clear expectations and works better in practice than a mailbox nobody checks.

What happens in a real emergency — does it get stuck with the AI?

No, if the configuration is right. That’s exactly what the urgency triage is for. A heating failure in freezing weather or an active water leak is escalated immediately — not parked in a queue. What the escalation looks like in practice is defined before go-live: transfer the call, text the boss, callback within a defined number of minutes. That’s not an automatic feature — it’s a decision you have to make.

Can the agent answer subsidy or GEG questions?

Do I really have to tell my customers they’re talking to an AI?

How does the call outcome get into our job-management system?

Through a technical interface between the AI agent and your industry software. Name, phone number, request, and urgency level are handed over in a structured format. Whether your software supports such an integration is something I check up front — it’s not a given, and it belongs in the analysis before the setup.


My take

An AI voice agent for inbound calls solves a concrete, everyday problem in HVAC and plumbing companies: calls no longer go nowhere when all the technicians are out in the field. It’s no cure-all. It requires a clean setup, clear emergency definitions — especially for gas odor and safety-critical cases — and the necessary data-protection foundation.

When those prerequisites are in place, the agent runs autonomously. The company gets triaged calls, appointments, and prioritized callbacks — and no more lost jobs because nobody picked up at the wrong moment.

If you expect a missed call to automatically become a second chance, you’ll be disappointed. If you make sure the first call no longer goes nowhere, you’ve already won.
